Introducing Roy Jeffus

Buccaneer’s latest addition to our Little Rock, Arkansas office is Roy Jeffus.  Roy joined the Buccaneer crew on Monday, May 17, 2010 and will assume the position of Senior Medicaid Policy Director. 


Roy comes to us from Division of Medical Services, Department of Human Services, State of Arkansas where he served most recently as Medicaid Director. He brings with him nearly 30 years of Medicaid program administration experience, including 13 years beginning with the development and launching, of the ARKids First Program that presently serves 70,000 children as both a Medicaid expansion and a CHIP method.


As both the Deputy  Director of the Arkansas Medicaid Program and its Director for nearly 15 years, Roy has been directly involved in the Arkansas primary care management program, ConnectCare, including working with all phases of physician network management and ensuring that the nearly 400,000 Arkansans served receive quality services., through all benefits that are afforded in the program’s scope.  ConnectCare was awarded the Harvard University/Ford Foundation Award in 1997 for Innovations in Government as an example of an improvement in access and delivery of health care that could be emulated by private enterprise.


Some of Roy’s accomplishments during time served as director:


·         Development and implementation of a prescription drug program utilizing evidence based research principles which also has expanded to other coverage areas


·         Development and adoption of an inpatient care measurement model with incentive payments for Arkansas hospitals serving Medicaid patients


·         Expansion of telemedicine for stroke treatment and newborn screening diagnostics


·         Development (including approvals through the federal and state regulatory process) of a hospital assessment fee for enhanced Medicaid funding for Arkansas hospitals 


·         Arkansas became the second state to adopt statewide electronic prescribing, which is now a measure for meaningful use of HIT

Buccaneer is thrilled to have Roy joining Buccaneer where he will be leading efforts in engaging and growing Buccaneer’s footprint in the Medicaid IT, Policy, and Analytical Services.
